The Zambia Environmental Management Agency (“ZEMA”) is a statutory body established under the Environmental Management Act (“EMA”) No. 12 of 2011 whose mandate is to do all such things as are necessary to ensure the sustainable management of natural resources and protection of the environment, and the prevention and control of pollution. The EMA further mandates the Agency to conduct environmental education and promote public participation in environmental management.
In pursuance of its mandate, ZEMA is inviting applications from suitably qualified and experienced candidates for the following position;
MANAGER – LICENSING & COMPLIANCE SERVICES – NORTHERN REGION OFFICE_ NDOLA
Job Purpose
To plan, organize, coordinate, and provide technical and administrative supervision of Inspectorate operations in the Northern Region. The role aims to promote compliance with environmental regulations to protect public health and the environment.
Key Responsibilities
- Plan and supervise licensing, compliance monitoring, inspections, and environmental audits.
- Provide leadership, mentorship, and performance oversight for regional staff.
- Oversee submission and analysis of statutory returns for decision-making.
- Manage regional budget, resources, logistics, and procurement needs.
- Coordinate data collection and reporting on environmental activities.
- Conduct investigations on environmental incidents and ensure appropriate corrective actions.
- Recommend improvements to environmental regulations, standards, and guidelines.
- Lead stakeholder engagements and promote ZEMA’s corporate image in the region.
- Coordinate regional emergency response and complaint resolution.
- Support domestication of international environmental conventions.
Qualifications & Experience:
Minimum Qualifications and Experience
- Grade 12 Certificate with University Entrance.
- Bachelor of Science Degree in Mineral Processing, Metallurgy, or equivalent.
- Master’s Degree in an Environmental related field is mandatory.
- Minimum eight (8) years of relevant experience, preferably in regulatory or environmental management roles.
- Strong scientific, analytical, leadership, and communication skills.
- Proven experience in managing teams and coordinating multidisciplinary operations.
- Computer literacy and ability to use inspection tools and reporting systems.

- Excellent interpersonal and stakeholder engagement skills.
- Ability to interpret and apply environmental laws and regulations.
- High ethical standards and integrity.
- Ability to work under pressure and in challenging field conditions.
- Valid driver’s licence is an added advantage.
CANDIDATE’S PROFILE
The candidates must be Zambians of exceptional integrity who are self-starters, goal-oriented with demonstrated ability to lead teams through onerous time bound tasks. Computer proficiency are a must.
