EXECUTIVE SUMMARY

The Zambezi River Authority (ZRA) is a bi-national organization jointly owned by the Governments of the Republic of Zambia and the Republic of Zimbabwe. It was established in 1987 under the Zambezi River Authority Act (Zambia) and the Zambezi River Authority Act (Zimbabwe), following the dissolution of the former Central African Power Corporation (CAPC). The Authority is mandated to manage the Kariba Dam Complex and the shared water resources of the Zambezi River within the Kariba catchment on behalf of the two Governments. Its primary responsibility is to ensure the safe, sustainable, and efficient operation of the Kariba Dam while facilitating equitable utilization of the Zambezi River’s water resources for hydroelectric power generation and other agreed purposes.
