The Zambia Environmental Management Agency (“ZEMA”) is a statutory body established under the Environmental Management Act (“EMA”) No. 12 of 2011 whose mandate is to do all such things as are necessary to ensure the sustainable management of natural resources, protection of the environment, and the prevention and control of pollution. In pursuance of its mandate, ZEMA is now inviting applications from qualified Zambian citizens to fill the following position;

POSITION:                 Finance and Administration Assistant

DUTY STATION:         Chirundu Office

JOB PURPOSE

To provide efficient financial and administrative support to the Principal Inspector and regional office staff by managing petty cash, transport, office operations, and staff welfare, ensuring proper record-keeping, compliance with organizational policies, and smooth day-to-day functioning of the regional office.

KEY DUTIES AND RESPONSIBILITIES

The main duties and responsibilities of the Finance and Administration Assistant include:

  • Assists the Principal Inspector with monitoring and control of staff attendance at work and during work hours to minimize loss of man hours through late reporting, early knocking off, and malingering. Maintains the attendance register and is able to counsel/educate offending employees and advise management accordingly on whether disciplinary action may be required.
  • Processes documents pertaining to employees’ applications for annual leave, leave commutation, salary advances, etc., received through the Principal Inspector, checking all facts, data, and records to ensure correct entitlements as stipulated by management and in the conditions of service. Prepares monthly leave schedules to ensure leave is planned to minimize disruptions of Agency operations.
  • Carries out routine inspections of offices, office equipment, telephones, furniture, and surroundings to ensure they are in good condition. Arranges for routine maintenance of buildings and office environment to ensure cleanliness and orderliness.
  • Liaises with the Driver on the provision of an efficient transport system and on vehicle preventive maintenance schedules to ensure that vehicles are in good condition and readily available for operations/assignments.
  • Administers employee conditions of service relating to social welfare and provides assistance to bereaved families as per conditions of service.
  • Procures office supplies whenever required and on request from regional office management. Maintains inventory and ensures timely replenishment.
  • Arranges for and distributes appraisal forms so that employees’ performance is assessed by their superiors, ensures performance assessment tools are completed, and files documents accordingly.
  • Records income received and passes same to superior for banking to ensure accountability.
  • Disburses petty cash for day-to-day activities and maintains proper records to ensure accountability.
  • Liaises with security agencies on the provision and quality of security services at ZEMA premises.
  • Prepares periodical reports on the activities of the section for the Principal Inspector’s information and action.
  • Provides general administrative and financial support to the Principal Inspector and regional office staff, including maintaining office order, coordinating logistics, and assisting in routine operational functions.

MINIMUM QUALIFICATIONS

Education:     

Grade Twelve (12) with 5 acceptable “O” levels including Mathematics and English.

            Vocational/Professional Qualification(s):

Diploma in Business Administration or equivalent.

Experience:   

Two to three (2–3) years.

Physical Skills

Use of office equipment, including a desk top computer
