The Environmental Management Act No. 12 of 2011(EMA) mandates the Zambia Environmental Management
Agency (ZEMA) to produce State of Environment (SoE) reports. These reports provide an assessment of the
state of environment in the country so as to increase awareness and understanding of environmental trends
and conditions, their causes and consequences among all stakeholders. SoE reports also provide policy-relevant
information on key interactions between the environment and society. This approach of environmental reporting
is referred to as Integrated Environmental Assessment (IEA) and it aims at providing answers to four fundamental
questions that are critical to decision making.
1. What is happening to the environment?
2. Why is it happening?
3. What can we, and what are we doing about it?
4. What will happen if we do not act now?
