RESETTLEMENT POLICY FRAMEWORK - Great Lakes Trade Facilitation Project – SOP2 Project ID: No. P155329
The Zambian Government through the Ministry of Commerce Trade and Industry (MCTI) has requested World Bank IDA financing to support the Great Lakes Trade Facilitation (GLTF) series of projects (SOP 2). It follows the first GLTF Project approved in September 2015 and currently under implementation in the Democratic Republic of Congo (DRC), Rwanda and Uganda. The project aims to promote poverty eradication, economic prosperity, peace and security through cross-border trade.
The geographic coverage of the second phase will include DRC, Burundi, Tanzania, and Zambia. The project is intended to enhance the capacity of commerce, and improve processes and conditions for cross-border trade at targeted border locations in the Great Lakes Region.The GLTFP has basically 4 main components: infrastructure improvements, procedural reforms and capacity building, performance-based border management, and support for project implementation, communications and monitoring and evaluation.
However, GLTFP phase I, for which this RPF is more applicable, will focus on Infrastructure Improvements. This component includes construction of border infrastructure for border agencies, the construction Cross-border Markets as well as improving cross border facilities at Kasumbalesa in Chililabombwe, Mokambo in Mufulira and Chembe in Mansa Districts.
